Overview

Together Liverpool were formed in 2013 as a Joint Venture between the Diocese of Liverpool and the Together Network. The Together Network is a union of 21 faith-based partnerships. Known as joint ventures, each is a partnership between the Church Urban Fund and a Church of England diocese, and focused on the needs and priorities of the communities they serve. And each employs at least one development worker who has the knowledge and skills needed to support and develop local projects.

Together Liverpool works across the whole of the Diocese of Liverpool – including Sefton, Knowsley, St Helens, Halton, Warrington, Wigan, West Lancashire and Liverpool.

Through our work we aim to:

  • Encourage and support more social action through creating a network of kindness
  • Work in partnerships to tackle and prevent the root causes of poverty
  • Connect and promote social action activities which generate community and social inclusion

This role is employed by Together Liverpool.

Hours of work are 21 per week
Fixed term for up to 3 years

Introduction

The purpose of the Just Finance Lead Executive role is to develop a clear strategy to enable every church in the diocese engaged in ‘money’ in their community by the following:

  • Every church in the diocese knowing how to help someone in financial hardship and problem debt.
  • A mobilised campaign for financial justice supported by the wider faith community.
  • Promotion of saving – increased rates of saving / resilience.
  • A local, broadly based financial partnership based on mutual cooperation towards these aims.
  • Money education roll-out

Main Responsibilities

  • To plan and prioritise enough relational face-to-face debt advice capacity to address personal problem debt.
  • To plan and implement money education delivery initially through church based primary and secondary schools, expanding to all LCR schools.
  • To develop a Network of income maximisation specialists across the City Region
  • To develop and manage membership of credit unions for all church members, staff and volunteers.
  • To develop money support groups developed through churches.
  • To develop resources for good biblical content for churches to teach about money.
  • To communicate and influence policy change both within the financial sector and government sector.
  • To build, support and expand models of financial inclusion that work.

Key Tasks

  • To investigate and develop further existing financial inclusion networks within the diocese/ City Region
  • To plan and develop a database/network of churches involved in financial inclusion and understand the nature of that involvement.
  • To develop and extend Together Liverpool’s networks further by:
    • Working with local authorities across the diocese and build on existing work to understand the existing financial inclusion landscape
    • Developing an understanding of the external organisations and their capacity
    • Developing relationships with local financial inclusion organisations, local (or local subsidiaries of bigger companies) financial institutions and national financial inclusion agencies; understand how / where they work in the diocese and City Region
  • To develop an evidence base of areas connecting with financial inclusion, including debt, mental health, credit availability, COVID-19 response
  • To explore avenues to expand this work e.g. connect with CMA, CAP, MPAS, MALG, National Debt Line etc.
  • To deepen conversations with relevant partners about expanding models that work. Scope out Together Liverpool’s role in these models: deliverer, investor, lead generator
  • To build Community Money Advice connect model as a direct response to Covid-19
  • To train and develop Cash Smart Credit Savvy
  • To explore Together Liverpool’s role in continuation/establishment of LifeSavers / Diocese secondary education programme
  • To oversee the delivery of the COVID cash course (expected until March 2021)
  • To develop and encourage theological reflection around this area of social justice
  • To represent the wider work of Together Liverpool at appropriate local, regional and national levels

General responsibilities

  • To work collaboratively with colleagues as part of Together Liverpool
  • To assist in the general efficient operation of Together Liverpool 
  • To maintain confidentiality at all times in respect of Together Liverpool matters and to prevent disclosure of confidential or sensitive information.
  • To promote the ethos and values of Together Liverpool and the Liverpool Diocese by supporting the policies and procedures.

The Ideal Candidate

Essential requirements

  • Good general level of education, to GCSE level or equivalent including maths and English to Level 2 
  • Relevant A level qualifications 
  • Relevant undergraduate qualification 
  • Senior management level experience
  • Experience of working with or in local and regional governance 
  • Working within or alongside financial and commercial institutions
  • Experience of management of budget controls and financial planning
  • Experience of leading strategic vision and delivery models 
  • Using the Internet to a very competent level
  • Using Zoom, Teams, WhatsApp and other virtual meeting platforms at a very competent level 
  • Experience of devising and delivering training
  • Operational ability of Microsoft office packages and Outlook
  • Ability to negotiate and maintain strong working relationships with commercial organisations 
  • Good understanding of poverty and debt issues and a Christian approach to transformation 
  • Knowledge of Credit Union and Community Development Finance Institutions and their sector
  • Excellent communication skills with an ability to engage with people effectively at all levels 
  • Good time management
  • Have an ability to handle a range of diverse tasks and prioritise according to demands
  • Pays close attention to detail 
  • Ability to deal with personal information maintaining strict confidentiality 
  • Demonstrates a friendly, sensitive, co-operative and diplomatic manner 
  • Ability to remain calm under pressure

Desirable requirements

  • Relevant postgraduate degree
  • Relevant professional qualifications  
  • Published articles and media presence leading in the area of social and financial inclusion
  • Experience of leading social change projects with deliverable outcomes
  • Experience of working with or in social solidarity economy
  • Experience of different churches and how they operate, and particularly in areas of multiple deprivation, ideally in Merseyside
  • Demonstrates a working knowledge of the structures, faith, worship and mission of the Church of England
  • Demonstrates a working knowledge of the structures, values and aims of CUF and Together Liverpool
  • A personal commitment to work against poverty and initiate measures to combat disadvantage
