Overview

The Diocese of London comprises of c400 parishes north of the River Thames and within the M25 motorway. The Church of England in London is vibrant, growing and is at the heart of communities throughout the city. The purpose of the London Diocesan Fund is to support this work, seeking to use our resources to facilitate the ministry of our parishes and chaplains who seek to serve four million people.

Introduction

In October 2016 the Senior Staff of the Diocese of London agreed to an exciting £3.3 million strategy called ‘Capital Youth’, to transform youth ministry in London. The Project Manager will oversee the framework for managing the delivery of the 5 key strands of Capital Youth as it comes to an end  reporting and monitoring of progress towards our goals and evaluating project outcomes. The Project Manager will also support the transition of existing key areas of the project to the new ‘Growing Younger’ Priority of the 2030 Vision.

Main Responsibilities

Overall

  • Oversee the  plan for Capital Youth, updating and reviewing regularly.
  • Monitor each key area of the project, creating periodic reports, maintaining a live risk register and monitoring budget against plan.
  • Continue to build and nurture partnerships supporting the programme. 
  • Be responsible for all reporting as needed by the Director of Strategy and Communications.
  • Work effectively with the Head of Children’s and Youth Ministry Support to ensure the quality of impact is monitored.

Culture

  • Implement the approach to delivery and monitoring of the culture change project working with youth advocates.
  • Overseeing and maintaining momentum of youth participation strategy.
  • Co-ordinate effective learning communities as advised by the Head of Children’s and Youth Ministry Support, supporting clergy and laity in casting vision for youth in their area, deanery and parishes - Vicars, Young Leaders and Advocates working with key stakeholders to ensure content and delivery is excellent.
  • Support Director of Strategy and Communications and Head of Children’s and Youth Ministry Support in planning and delivery of key interventions in terms of learning communities and training.
  • Liaise with appropriate partners helping to deliver Capital Youth outcomes.
  • Create the process by which the Diocese will listen to the voices of young people.
  • Support the Creative Lead to ensure the Learning Hub delivers engaging, accessible, self paced training and increases confidence and skills in youth ministry.

Investment in Parish ministry

  • Track engagement and growth statistics relating to the key areas of the project, including Youth Minsters, BLMF Funded Projects, The Apprenticeship Scheme, The Spark Fund and Clergy trained in Youth Ministry.
  • Regularly review and update our database of paid youth workers and volunteer youth workers in liaison with the Children’s and Youth team.
  • Be custodian of baseline data for engagement and update and review at the end of each term.
  • Monitor and report on lead indicators for change and evidence of impact from interventions, and good practice in response to the strategy.

Youth Minsters

  • Work with Minster Leads and the Head of Children’s and Youth Ministry Support to develop measurables for each minster at the start of the academic year, agreeing an appropriate level of review and reporting.
  • Work with the Sponsor, Director of Strategy and Communications and Head of Children’s and Youth Ministry Support to run 4-6 Learning Communities each year, aimed at supporting Minsters to share expertise and overcome project issues.
  • Track the key delivery elements of each minster. In addition ensure tracking of progress towards overall goals – growth in numbers and resourcing others.

Evaluation

  • Ensure each lead and lag indicators for each key area of the project are tracked
  • Produce an annual evaluation report and implement recommendations from the Sponsor.
  • Work with the Church Commissioners to complete the  end of project evaluation.
  • The post holder may be required to undertake any other duties that are commensurate with the role.

Other Responsibilities

Resource management responsibilities of the role:

  • Membership of the Creation Care Steering Group to support and equip Episcopal Area Teams in the delivery of the Caring for God’s Creation aims of the 2030 vision and ensuring young people take a leading role.
  • Lead on establishing good working relationships between the Children’s and Youth Team and one Archdeaconry in the Diocese of London; currently the Willesden Area.

The Ideal Candidate

Experience, knowledge, training and qualifications

Essential :

Experience in managing projects across complex organisations.

Desirable:

Formal project management training.

Aptitudes and abilities

Essential:  Ability to manage projects using standard disciplines.
  • Familiar with budgeting processes and managing major project budgets
  • Excellent communicator, with particularly good report writing skills
  • Able to provide simple easy to understand updates.
  • Confident in data analysis and reporting.

Personal attributes

Essential :
  • High Level of personal organisation.
  • Self-starter who is able to work independently.
  • Confident working with a range of stakeholders from youth workers to Bishops.

Desirable attributes / other information

An understanding and appreciation of the ethos, structure and values of the Church of England.
